What a HACCP-compliant cold store has to deliver

HACCP is not a standard that prescribes how thick or how cold a cold store has to be. It is a hazard analysis and critical control point system — meaning the cold store is assessed on its role in controlling hazards, not against a fixed list of parameters.

Understanding where the cold store sits within HACCP

In most food plants, chilled and frozen storage is identified as a critical control point — a point where, if control is lost, no later step can deal with the hazard.

That brings three obligations: a critical limit has to be set for this step, it has to be monitored continuously to confirm it stays within that limit, and corrective action has to follow when the limit is breached — with records proving all three.

So the question "what temperature does a HACCP cold store need" is the wrong question. The right one is: what limit has the business set, on what basis, and how does it prove that limit is held.

Facility requirements

This group of requirements belongs to the prerequisite programme — the foundation that has to be in place before HACCP is applied:

  • Surface material smooth, non-absorbent, non-toxic, easy to clean and disinfect
  • No gaps or dead corners where water and micro-organisms collect — panel joints must be tight
  • Floor drainage with a fall, no standing water
  • Lighting sufficient for inspection, with shatterproof covers so nothing falls into the product
  • Protection against insects and pests — tight doors, no gaps
  • A layout that prevents cross-contamination between unprocessed and processed goods

Monitoring and record requirements

This is the part that decides the audit, and also the part businesses most often lack:

  • Temperature measuring devices placed at a point representative of the product mass, not next to the evaporator and not next to the door
  • Temperature recorded at the prescribed frequency, manually or automatically
  • Calibration records for the measuring devices — data from an uncalibrated device proves nothing
  • A procedure for handling a breach of the limit: who detects it, who they report to, how the batch is assessed, who decides
  • Corrective action records for every breach that has occurred

Operating and procedural requirements

  • Cleaning and disinfection procedure on a set frequency, with records
  • Goods receipt, dispatch and stacking procedure, applying first-in-first-out or shortest-expiry-first
  • Rules on stacking clearance from walls, ceiling and evaporators so air can circulate
  • Maintenance procedure for the refrigeration system, with a schedule and records
  • Training for staff operating the store, with training records
  • Contingency plan for power failure and equipment breakdown

Common sticking points during an audit

  • Measuring devices not calibrated or missing calibration records — the most common finding
  • Sensors in the wrong place, so the data does not represent where the goods actually sit
  • Gaps in the temperature data overnight, on non-working days or during maintenance
  • A breach recorded but no corrective action record to go with it — more serious than the breach itself
  • Goods stacked in front of the evaporator or hard against a wall, creating dead zones
  • Procedures exist on paper but the staff do not know them — audit teams usually question the operators directly

How HACCP, ISO 22000 and GSP differ

HACCP focuses on hazard analysis and critical control points within the food chain.

ISO 22000 covers HACCP but adds a management system framework: leadership responsibility, communication, prerequisite programmes and continual improvement.

GSP applies to medicines and biological products, with tighter requirements on temperature stability, temperature mapping and backup systems.

A food cold store that meets HACCP is not necessarily fit to serve as a GSP store, because the two standards put their weight in different places.

The part Tân Long is responsible for

Tân Long is responsible for the physical facility: materials and construction meeting hygiene requirements, a layout that prevents cross-contamination, a refrigeration system that holds the limit that has been set, the temperature monitoring system, and the technical records handed over.

Hazard analysis, identifying the critical control points and writing the procedures are the business’s responsibility, usually with a consultant specialising in HACCP. See cold storage construction services offered by Tan Long.

Frequently asked questions about HACCP-compliant cold storage

What temperature does a HACCP-compliant cold store need?

HACCP does not prescribe a fixed figure. The business sets its own critical limit based on the characteristics of the product and a scientific basis, then has to prove the limit is held through monitoring and records.

Why is cold storage usually a critical control point?

Because if control is lost at the storage step, no later step can deal with the hazard. That brings the obligation to set a limit, monitor it continuously, and take corrective action with records to match.

What is the most common finding on the cold storage side of a HACCP audit?

Measuring devices that are not calibrated, or missing calibration records. Next come sensors in the wrong place, gaps in the temperature data, and breaches recorded without any corrective action record.

Where should temperature sensors be placed?

At a point representative of the product mass, not next to the evaporator and not next to the door — the two places whose readings drift furthest from the real temperature of the goods.

Can a HACCP-compliant room also serve as a GSP room?

Not necessarily. GSP is stricter on temperature stability, validated temperature mapping, backup systems and quarantine areas — items HACCP does not require.

Which part of achieving HACCP does Tân Long handle?

The physical facility: materials and construction meeting hygiene requirements, a layout that prevents cross-contamination, a refrigeration system that holds the limit, the temperature monitoring system and the technical records. Hazard analysis and writing the procedures are done by the business.

Meeting HACCP depends a great deal on how the store is designed and built, not only on operating procedures. See the capabilities of cold storage contractor offered by Tan Long.
